2009 Crown of Anime Tournament Rules

AMENDED APRIL 15, 2009

These are the rules for the third CROWN OF ANIME tournament. A head to head battle to determine which Anime series or movie -- past or present -- deserves to be named one of the greatest of all time.

Judges like you will vote on a series of head to head matches to determine which of the two is better. The winner advances to the next round, and the loser is out. We’ll continue this single elimination process until one Anime remains... the Anime that is presented with the Crown of Anime and joins the ranks of previous winners Cowboy Bebop and Full Metal Alchemist.

The format of this competition is based on the similar Game Show and NES Tournament formats created by Tim Connolly.

Rule Changes:

After reviewing the previous Crown of Anime tournaments, we are instituting these rule changes for the 2009 tournament in order to make the playing field fairer and more level.

1. In the second tournament held in 2005, the top four animes from the previous tournament were automatically assigned #1 seeds. For this tournament, the winners of the previous Crown of Anime tournaments are EXCLUDED from competition, and cannot be included in submitted nominations; Currently those Animes are COWBOY BEBOP and FULL METAL ALCHEMIST. The remaining #1 seeds from the previous tournament will receive #1 seeds in this tournament.

2. Those who submit nominations can participate as tournament judges, and are assigned to one of four groups. In previous tournaments, judges were assigned to a particular division and stayed with that division for the entire tournament. Starting with this tournament, division assignments will change after every round, so that by the time the Round of 8 is reached, judges will have had the opportunity to vote in all four divisions. All judges are entitled to cast tie-breaker votes for matches that they are not assigned to.

3. In previous tournaments, all judges were eligible to vote in the final four (semifinal) and championship matches. For this tournament, once the final four Anime titles have been determined, all of the judges will be randomly assigned to one of three groups. One group will judge the first semifinal, the second group judges the second semifinal, and the third group judges the championship match. Again, judges are entitled to cast tie-breaker votes for matches that they are not assigned to.

4. In previous tournaments, new judges were able to join the tournament in later rounds. For this tournament, no new judges will be accepted once the brackets are set.

5. In previous tournaments, tiebreaker votes on deadlocked matches came from all of the judges. For this tournament, a new order of priority has been established where tiebreaker votes from judges assigned to the same division as the deadlocked match will be considered first.

6. Any Anime title nominated for the tournament must have a Japanese release date (for a movie) or completion date (for a series) on or before March 1, 2009.

How it works:

You and all Anime fans are encouraged to e-mail a list of their favorite Anime shows -- between ten and twenty -- starting with your favorite and working your way down. (Hentai, Yaoi, and similar titles are excluded from this contest.) Any anime title nominated for the tournament must have a Japanese release date (for a movie) or completion date (for a series) on or before March 1, 2009.

Shows will be allocated points by way of a special points scale, based on the rank that you give each show. (The show that is listed first on your ballot will get the most points)

At the end of the nomination period, the results will be tabulated, and the brackets will be set up.

How the brackets are set:

There will be 64 Animes competing in this tournament. They will be seeded into one of four divisions (or regions), each with 16 titles.

COWBOY BEBOP and FULL METAL ALCHEMIST, by virtue of winning the first two tournaments, are ineligible for the current tournament.

PRINCESS MONONOKE and TRIGUN, by virtue of winning their respective divisions in the previous Crown of Anime tournament, are assigned the two strongest #1 seeds.

The remaining 62 are ranked as follows:

The two animes that appear on the most ballots will be given the two remaining #1 seeds. In the event of a tie, the anime's score on the special scale will be used.

After that, animes will be seeded based on their score. If two or more animes are tied, then the anime that appeared on the most ballots will be seeded higher. If by chance there is STILL a tie, then the oldest Anime out of those that are tied will be seeded higher.

How the tournament works:

For each assigned match, judges will e-mail their vote as to which of the two Animes competing in each match is better. The show that receives the most number of votes advances in the tournament, and the loser is out.

Judges are asked to give an honest assessment, and not consider any other anime titles other than the two that they are voting on. Judges who feel that they are not familiar with ONE or BOTH of the Animes in their assigned match MUST EXCLUDE themselves from the voting for that match.

All judges are entitled to cast a vote for every match, which will be factored in if a match is deadlocked (see Deadlock Procedures section).

When the tournament reaches the Final Four (aka Semifinals), all judges will be randomly assigned to either the first semifinal, the second semifinal, OR the championship.

Voting Eligibility:

Those who submit ballots for the nomination process will enter the judging pool for the entire CROWN OF ANIME tournament. Once the tournament begins, no new judges will be added.

The tournament reserves the right to exclude nominations and cap the judging pool if a large number of nominations are received, and it is determined that further nominations and additional judges will compromise the efficient operation of the tournament.

Identification:

Judges in the pool will be assigned an ID number at random during the tournament. These ID numbers are posted on the website, and CANNOT BE CHANGED.

Deadlock procedures:

A deadlock occurs when the official votes of the judges in a particular match are tied.

An attempt to break the tie is made using the following order of priority:

1. The tiebreaker votes of other judges assigned to the same division will be factored in.

2. The tiebreaker votes of all tournament judges will be factored in.

3. The two tied titles will proceed to the next round for a special vote. This vote is open to the two groups of judges that neither voted in the bracket in which the tie occurred, nor are assigned to the current bracket where the attempt to break the tie will be made. In the special vote, the anime title that advanced into the opposing slot will have one match against the lowest-seeded title involved in the tie. The winner of that match will face the highest-seeded title involved in the tie for the right to advance to the next round. One group will vote in the first match, and the other group will vote in the second match.

Example: Card Captor Sakura, seeded 5th, and Chobits, seeded 13th, are deadlocked after all votes from the judges are tallied. Moving to step 3, both Anime titles will go to the next round against Cowboy Bebop, seeded 1st. One group votes on Chobits vs. Cowboy Bebop. Another group votes on the winner of that match vs. Card Captor Sakura.

Random Draws

All random draws required for the operation of this tournament shall be conducted by tournament staff using RANDOM.ORG.

Important Information for the Crown of Anime Tournament

When submitting a ballot, you must provide your first and last name, your hometown, and the full title of the shows you want to nominate.

The tournament reserves the right to disqualify all ballots which, in its opinion, are being sent from the same person under multiple names/aliases.

All movies, spinoffs and OVAs of a particular Anime series will all be included under one title. For example: Macross will include all related titles including Macross Plus; Gundam includes all Gundam titles; Slayers includes all related titles including Slayers Try and Slayers Next; Sailor Moon includes R, S, Super S, Stars, the movies; etc. etc.

For each round of voting, you will generally have two days to cast your votes. Once you submit your vote, it is final and cannot be changed.

If you are assigned to a bracket and you fail to submit a vote:

First round: You are excluded from the judging pool until contact is made with the tournament, no later than the end of the second round, at which point you will be reinstated. If contact is not made by the end of the second round, you are excluded from voting in the remainder of the tournament.

Second round and later rounds: You are excluded from voting in the remainder of the tournament.

The tournament is not responsible for votes or nominations arriving late as a result of e-mail transmission delays.

If any matters should arise during the course of the tournament, the Tournament Advisory Board shall consider all circumstances before rendering a decision, which shall be binding and final.

Tournament Contest

Crown of Anime judges are automatic participants in the Crown of Anime Tournament Contest. Judges who vote in each of their assigned rounds, pursuant to the rules, will be entered into a drawing for a loot bag of Anime goodies. For more information click on the CONTEST link.

Judges who do not wish to participate in the contest may opt-out by notifying the tournament during any round of voting.

Amended Rules (as of April 15, 2009)

The following rule changes take effect as of the start of voting on April 15, 2009.

Starting with this voting segment, ALL JUDGING POOLS ARE MERGED, and all judges will be eligible to vote on EVERY MATCH. No more ID numbers and no more tiebreakers. ALL VOTES WILL NOW COUNT!

The split judging pool was originally instituted with the intention of a large number of judges. Given that the active judging pool so far is only 14 judges up to this point, we decided that continuing to keep the judging pool split would be unreasonable.

Active judges must remain active to be eligible for the tournament-ending contest prize drawing.

Inactive judges will be marked as so on the Judges List, and will have until the end of the second round to cast a vote in the tournament. After the second round is completed, inactive judges will be ineligible to compete in the rest of the tournament.
